Conception of evolvement of development and use of free software in Russia
Ministry of Information Technologies and Communications web-site contains Conception of evolvement of development and use of free software in Russian Federation. This is the first official document in Russian regulatory practice that introduces the notion of free/libre software and other basic notions. The conception defines "state policy with regards to development and use of computer applications and principles of evolvement of development and use of free software", related legal matters, examines "infrastructure of development and use of free software", organization of continuing professional education, popularization of free/libre software, support of free software projects and other matters.
Tho appendices are of special interest. Appendix 1 contains "Schedule of measures to realize the conception of evolvement of development and use of free software in Russian Federation", and the Appendix 2 contains a glossary that unambiguously defines notions such as "free/libre software", "freeware", "free/libre license" and others.
